"Developing tourism into an important economic sector of the district" is one of the two breakthroughs that the Resolution of the XXII Party Congress of Na Hang district, term 2020 - 2025 set out. Concretizing the Resolution, in August 2021, the District People's Committee issued a draft project of Khau Trang village cultural tourism village, period 2021 - 2025. Successful construction of a cultural village will create a highlight in the picture. district tourism in the not too distant future. But to make this project a reality, much work remains to be done.

Continue to pay attention to building infrastructure tourism

Khau Trang is the central village of the commune with 94 households, 446 people, the Dao Tien ethnic group accounts for 99% of the population. In the period 2016 - 2020, the commune has attracted over 44,600 tourists, social revenue from tourism is estimated at 20.9 billion VND. In particular, Khau Trang village holds a central position to attract tourists to Hong Thai with the potential of homestay community tourism. Khau Trang people, who only knew about pure agricultural production, now know how to embark on community tourism.

Comrade Ma Quy Don, Vice Chairman of Na Hang District People's Committee, said that through assessing the current situation of tourism development in the village, the village's tourism infrastructure is still limited. In the past 5 years, local people have promoted their internal resources, invested in building 2 accommodation establishments with 10 rooms and 20 beds to serve tourists. Currently, there are 6 homestay service households in the village. In addition, the village has 3 catering establishments. In fact, accommodation and catering establishments for homestay tourism here sometimes do not meet the needs of tourists. Only at the beginning of 2021, it is estimated that over 10,000 tourists come here. The number of visitors is relatively large, but the infrastructure and materials of the village have not yet met, so they cannot retain tourists for a long time.

Leaders of Hong Thai Commune People's Committee mobilized the people of Khau Trang village to renovate their houses in association with the development of homestay tourism.

Overcoming this difficulty, Hong Thai commune has set a goal by 2025, mobilizing people to renovate at least 40 homestay houses which are traditional wooden houses with yin and yang roofs. The homestay has a self-contained sub-construction, a place to collect waste, a system of cattle sheds that are raised far away from home or arranged in an area so as not to affect the environment. The campus is renovated and modern, but still retains the traditional culture, professional service reception. It is estimated that each household must invest at least 200 million VND/household to meet the requirements. Another challenge is that at present, the house architecture of some households is changing, not keeping the traditional house architecture of the Dao people; appeared many reinforced concrete houses, cold corrugated iron roofs...

Challenges...

According to Mr. Dang Trung Dung, Chairman of the Commune People's Committee, limited human resources are also the most challenging for Khau Trang in building a cultural village.

In recent years, implementing solutions on poverty reduction, the commune has done a good job of effectively mobilizing children to export labor at home and abroad. Every year, Khau Trang village has about 50% of the population who regularly go to work outside the locality, mostly young people and women... Therefore, human resources for tourism development are lacking due to the lack of young people, Women are the core force in the development of community-based cultural tourism villages.

Every year, the District People's Committee has directed the organization of training courses on community tourism; The target audience is mainly homestay owners and young people and women of working age. However, tourism seasonality greatly affects the organization and use of human resources. In addition, due to the fact that the activities of connecting tours, routes and linking with domestic and foreign travel companies have not really developed yet, tourists coming to the locality are mainly free visitors, the number is not stable, the number is not stable. regularly. Therefore, the human resources for tourism of communes and villages are also seasonal and constantly fluctuating due to taking advantage of the leisure time of farmers to work away from home.

Besides, the environmental sanitation is not guaranteed, the renovation and upgrading of the landscape of the homestay campus is not synchronized. The folk art team is not really effective and not professional. People still rely on the State's support in renovating their houses; have not yet boldly purchased equipment to serve the tourist group. The work of restoring traditional craft villages has not been done; production models and experiences for tourists are not diversified.

Unleash synergy

According to the scheme, the budget for the implementation of the 2021-2025 period is over VND 17.6 billion. In which, the State supports nearly 14 billion VND, the rest mobilizes resources from the people. The District People's Committee proposed a group of key solutions such as propaganda and promotion, preservation and promotion of cultural values; economic development associated with ensuring social security; strengthen the protection and improvement of the environment; quality assurance of food and beverage services; ensure standards of accommodation quality; training and improving the quality of human resources on the spot; expanding tourism connection, building typical tourism products, friendly tourism services. The project sets a goal that by 2025, Khau Trang village will become a community-based tourism and culture village, welcoming and well serving domestic and international tourists, becoming a resort destination. All households in the village provide tourism services and benefit from tourism services.

Dao women in Khau Trang village, Hong Thai commune preserve traditional embroidery.

From now until the end of 2021, the District People's Committee directs agencies, departments and boards to coordinate with the Commune People's Committee to focus on completing the overall planning and detailed planning of functional subdivisions of the Cultural and Tourism Village. Accordingly, develop typical tourism products; stops, parking lots, "check-in" points, the way up and down the pear garden. Households doing homestay tourism will be installed with a wifi system, digital technology; install road lighting systems in groups of households. The district People's Committee directs the organization for homestay households to visit, learn from experience in the community tourism model, organize tourism professional training; building and consolidating a folk art team to serve tourists.

Facing difficulties and limitations in project development, the Party Committee and Commune People's Committee focused on propagating the importance, meaning, roles, goals, tasks and solutions of each year to officials and party members. , people. The entire Party Committee considers the implementation of the Scheme a key political task during the entire term. Right in August, the Party Committee and Commune People's Committee led, directed the campaign, assigned "breakthrough" work to 4 commune officials, Khau Trang residents, to renovate houses and toilets. Thereby, bringing the total number of homestays to 10 households. From now until the end of the year, socio-political organizations of the commune mobilize people to plant flowers and ornamental plants, build fences at each household and on both sides of the road.

The homestay house of the homestay business Mac Cop, Khau Trang village has just been completed in August 2021 after many months of upgrading and repairing. Investment capital is about 400 million VND. The owner of the establishment is Ms. Ban Thi Thuong, 28 years old, Dao ethnic group, Vice President of the Commune Women's Union. Ms. Thuong said that as a commune official, her family pioneered in house renovation to serve tourism. Just like building a new countryside, besides the support of the State, the people are the main actors, taking the initiative in resources to build, renovate and implement the contents of the Cultural Village Project according to the orientation of the State. superior. In addition to the newly renovated house, over the years, her family has invested about 600 million VND to develop agricultural production associated with tourism development.

The head of Khau Trang village, Ban Van Khoai is eager, in just a few years, Khau Trang Cultural Village will become an ideal destination for 4 seasons. People and families do tourism, the quality of people's lives is improved while maintaining the home style and cultural identity of the Dao Tien people. Although there are still many difficulties ahead, many things must be done with determination and consensus, each Khau Trang resident will promote his endogenous strength, contribute human efforts, and build a cultural village to become a place worth living.
