Mechanisms and policies to create breakthroughs in the quality of tourism human resources already exist, the problem is how soon those mechanisms and policies can be implemented effectively and synchronously.

Not lacking but still weak

The tourism development project of Tuyen Quang province to 2025, with a vision to 2030, assesses that the quality of human resources in the tourism industry is still low. Programs of cooperation, association, support for fostering and training tourism are still limited. Over the years, state management agencies from the province to the district have organized training courses on reception, community tourism, food processing skills, communication skills for human resources working in community tourism. Councils, staff of restaurants, hotels... At the same time, sending civil servants, officials and employees in the field of tourism to participate in refresher courses to update knowledge about tourism.

According to a report of the Department of Culture, Sports and Tourism, currently, the province has nearly 3,000 officials, civil servants, public employees and employees working in the tourism industry, in which, human resources with university degrees There are very few universities and colleges specializing in tourism, mainly training from other majors. According to Dr. Ha Thuy Mai, Deputy Dean of the Faculty, in charge of the Faculty of Culture and Tourism, Tan Trao University, the province's tourism human resources are quite abundant, especially local, dynamic and creative human resources. However, they have not been trained in a methodical and specialized way in tourism skills and knowledge.

According to Mr. Cao Van Minh, Head of the Culture and Information Office of Lam Binh district, tourism human resources are currently mainly the labor force in the homestay community. Tourism human resources of the district who are knowledgeable about customs and culture and are well versed in topography are outstanding strengths, however, only a few people have certificates of training and retraining in tourism. The number of people with a certificate of tourism training in the district is now just counting on the fingers. Every year, the district organizes refresher courses and training courses on tourism for the district's tourism workforce, and supports the tourism workforce to study experiences in neighboring provinces. However, these are only training courses, basic skills training, not really on a systematic and systematic scale. Meanwhile, the mentality of being shy, afraid to communicate with tourists and the necessary tourism skills such as tour guide skills, culinary skills, table service ... are almost not fully equipped.

In order to improve the quality of human resources in the tourism industry, the resolution on tourism development of the Provincial Party Committee was issued, in which the key solution was determined to build up a tourism human resource to ensure both health and safety. quantity, quality, reasonable structure, high qualifications and skills, suitable for each type and product of tourism. The province also prioritizes local human resource development, pays attention to training people in necessary skills, participates in community tourism, and does direct tourism, especially communication skills and foreign qualifications. language. At the same time, mobilize socialization resources to train human resources for the tourism industry. The province has also issued a project on tourism development in Tuyen Quang province to 2025, with an orientation to 2030. The scheme also sets out a goal in the period of 2021 - 2030 to periodically organize tourism skills contests and competitions. established the Provincial Tourism Association.
