The contents of the dispatch are as follows:

After a period of implementing solutions to reopen tourism activities in the spirit of flexible adaptation, safety, and effective control of the Covid-19 epidemic, tourism activities have been active in many localities across the country. nationwide, international tourism has been gradually restored. However, a number of problems related to safety, security, and environmental sanitation have begun to arise at the tourist sites and sites, affecting the quality of tourism services. To ensure security and safety, improve service quality for tourists, especially during the holidays of April 30 and May 1, and speed up tourism recovery, the Prime Minister requested Ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally-run cities according to their assigned functions, tasks and powers, focus on directing the synchronous and drastic implementation, Some key tasks and solutions are effective as follows:

1. Implement consistently, synchronously and effectively measures to ensure security, social order and safety, environmental sanitation, food safety...; improve the quality of tourism services. Specifically:

a) Ministry of Culture, Sports and Tourism

- Strengthening propaganda and raising awareness of enterprises, business households, tourists in ensuring regulations on Covid-19 epidemic prevention and control, environmental hygiene, food safety... tourist destinations.

- Directing localities to strengthen inspection and ensure safety in tourism activities; supervise and strictly handle violations of organizations and individuals in the observance of the law on tourism business, environmental protection and food safety; improve the quality and professionalism in serving tourists.

- Continue to propagate, promote the destination, accelerate the implementation of the plan to reopen tourism safely and effectively, in accordance with the regulations on prevention and control of the Covid-19 epidemic.

b) Ministries: Health, Agriculture and Rural Development, Industry and Trade, direct the promotion of food safety inspection, especially in tourist areas and spots; promptly deal with food safety incidents and strictly handle violations.

c) Ministry of Transport

- Directing to improve the quality of transport services, ensuring safety for tourists when participating in traffic, especially at high-risk points of traffic congestion and accidents.

- Direct the inspection at piers, train stations, bus stations, airports and inland waterways in the implementation of regulations on traffic safety, providing information to passengers, quality service to passengers.

d) Ministries and ministerial-level agencies, based on their functions and tasks, actively coordinate with the Ministry of Culture, Sports and Tourism, directing People's Committees at all levels to implement tasks and solutions to promote development. travel.

2. Chairmen of People's Committees of provinces and centrally run cities strengthen comprehensive state management of tourism in the area, implement solutions to remove difficulties, and effectively direct the following tasks :

a)   Directing the management units of tourist zones, attractions, and tourism business establishments to strictly comply with regulations on ensuring hygiene, environment and food safety. Strengthen inspection, supervision, resolutely handle violations in ensuring hygiene, environment and food safety.

b)   Direct functional agencies to implement measures to ensure security, safety and social order at tourist sites and spots. To request tourism business units to inspect and review the quality of technical facilities and services; organize the review and installation of signposts, traffic separation to ensure safety, prevent congestion, create favorable conditions for tourists to access tourist areas and attractions; inspect the assurance of traffic safety in transporting tourists by car and inland waterway means; ensure fire prevention and fighting safety at tourist business establishments; promptly inspect, detect, prevent and strictly handle acts that cause unsafety for tourists.

c) Implement inspection, examination, supervision, timely detection and strict handling of violations of the law in the field of tourism; prevent the situation of not listing prices publicly and not selling at the correct listed prices, illegal travel business, fraud, profiteering, enticing and coercing tourists on peak occasions. Supervision of stimulus programs, tourism promotions.

d) Strengthen the propaganda of tourism civilized behavior in tourist areas and spots. Ensure that visitor support centers and hotlines operate effectively, promptly provide information and resolve tourists' complaints in the area.

3. Require ministers, heads of ministerial-level agencies, government-attached agencies, chairmen of People's Committees of provinces and centrally-run cities to directly direct and focus on implementation; regularly inspect, urge, evaluate and promptly handle arising problems according to their competence or report them to competent authorities as prescribed.
