This Decree prescribes the management model of the national tourist area, including forms of organization and management of the national tourist area; tasks and powers of the national tourist area management organization; and responsibilities of agencies, organizations and individuals involved in the management of the national tourist area.
The Decree applies to Vietnamese agencies, organizations and individuals, foreign organizations and individuals related to the national tourist resort management model specified in this Decree.
Specifically, the Decree stipulates 3 types of organizations to manage national tourist resorts. That is: The national tourist area management unit under the management of a ministry or ministerial-level agency; The National Tourist Area Management Board is under the management of the People's Committee of the province or city directly under the Central Government (the People's Committee of the province); Enterprises invest in the formation of national tourist zones.
The Decree also details the duties and powers of the national tourist area management unit under the management of ministries and ministerial-level agencies; The National Tourist Area Management Board is under the management of the Provincial People's Committee; Enterprises invest in the formation of national tourist zones. Along with that is the coordination mechanism, the reporting regime of the national tourist area management board.
At the same time, the Decree clearly defines the responsibilities of the Ministry of Culture, Sports and Tourism; Ministry of Natural Resources and Environment; Ministry of Agriculture and Rural Development and related ministries and branches; responsibilities of People's Committees at all levels and specialized agencies under the People's Committee.
This Decree takes effect from August 1, 2022. Within 24 months from the effective date of this Decree, recognized national tourist resorts must reorganize their Management Boards according to the provisions of this Decree.
The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government, the presidents of the People's Committees of the provinces and centrally-run cities and relevant organizations and individuals are responsible for the implementation of the Decree. this.
