On July 14, the Central New Rural Coordination Office held a seminar on orientations and solutions for rural tourism development associated with new rural construction in the 2021-2025 period.

According to the Ministry of Agriculture and Rural Development (MARD), at present, the country has more than 1,300 tourist zones and attractions under the management of localities. Of which, about 70% are tourist attractions in rural areas, mainly agricultural tourism, community tourism and ecotourism. According to preliminary statistics of the Ministry of Agriculture and Rural Development from 37 provinces and cities, there are 73 tourist routes that lead visitors to rural tourist destinations. It is estimated that each province has about 500-1,000 employees in the tourism sector.

In order to improve rural people's income in the context of shrinking agricultural land, many opinions at the workshop said that it is necessary to diversify production, business and service industries, in which tourism development is a new direction; develop rural tourism in association with new rural construction,  shift from agricultural production to agricultural economy in the direction of multi-sector integration. This is also one of the fundamental solutions, a driving force to promote sustainable new rural construction.

However, at present, there is no national policy on rural tourism development. Development policies are mainly  integrated into specific development programs and policies of each locality. Total investment resources for rural tourism development are still very limited, mainly from the state budget through investment projects in infrastructure such as electricity, roads, clean water..., most of it from the source. capital for new rural construction.

In order to promote rural tourism development, contributing to raising people's incomes associated with new rural construction, the Ministry of Agriculture and Rural Development proposed the Prime Minister to assign the Ministry of Agriculture and Rural Development to lead together with the Ministry of Culture, Sports and Tourism. , relevant ministries and branches develop a rural tourism development project including 3 types: agricultural tourism, eco-tourism and community-based tourism, in which, the focus is on developing community-based tourism .

On the other hand, in 2016, the Ministry of Agriculture and Rural Development submitted to the Prime Minister a draft Decree on policies to encourage the development of the farm economy, but it has not been issued yet. The Ministry of Agriculture and Rural Development proposed that the Government continue to assign the Ministry of Agriculture and Rural Development to develop a decree on farms, in which, supplementing mechanisms and policies to support, remove difficulties, promote the development of agricultural farms in general and provide support. develop agricultural farms associated with tourism in particular.
